El 14 de febrero, Sanjay Patel , secretario del BCCI, dijo a los medios de comunicación después de la reunión del consejo de gobierno de la IPL: "En la medida de lo posible, nuestro interés es realizar la IPL en India. El 12 de marzo de 2014, se anunció que el torneo comenzaría el 16 de abril y se jugarán al menos 16 partidos en Emiratos Árabes Unidos hasta el 30 de abril. Del 1 al 12 de mayo, BCCI se ha dirigido al Ministerio del Interior del Gobierno de la India para pedir permiso para jugar partidos de IPL en India en ciudades donde la votación ha concluido en el estado respectivo. Si no es posible jugar en India durante este período, los partidos de IPL se llevarán a cabo en Bangladesh. Calendario
El calendario de la primera fase de la IPL 2014 se anunció el 19 de marzo de 2014. El 24 de diciembre de 2013, el Consejo de Gobierno de IPL finalizó el Reglamento del Jugador para la temporada 2014. [29] A todos los equipos se les permitió retener un máximo de cinco jugadores (como máximo cuatro jugadores con internacional en la India) y el resto de los jugadores tuvo que ser enviado al grupo de la subasta. [30] La retención de jugadores llevó a la reducción del tope salarial de los equipos en una cantidad fija, independientemente de los salarios reales de los jugadores. La subasta de esta temporada vio la introducción de varias reglas nuevas. Por primera vez, los jugadores indios sin tope también participaron en la subasta. No hay una cuota mínima para la restricción de jugadores en el área de influencia. Todas las tarifas de los jugadores estaban denominadas en rupias indias, pero los jugadores extranjeros pueden optar por recibir el pago en otra moneda. También se introdujeron los "derechos de partido", que permitían a los equipos comprar un jugador de su plantilla de 2013 en la subasta al igualar la oferta más alta. El número de "derechos de partido" depende del número de jugadores retenidos por el equipo. [34] Además, los salarios de los jugadores no incluirán sus cuotas por participar en la Champions League Twenty20 . Los equipos que califiquen pagarán a cada jugador que los represente un 10% adicional de su tarifa de IPL. El 27 de enero de 2014, BCCI publicó una lista de jugadores con límite para todas las franquicias que estarían disponibles para la subasta. Esta lista tenía un total de 233 jugadores de 10 países. El 29 de enero de 2014, esta lista se actualizó a 244 jugadores con límite y 651 jugadores sin límite. El 7 de febrero de 2014, se presentó una petición en la Corte Suprema para interferir en la subasta de IPL en relación con el caso de apuestas y arreglo de lugares de la Premier League india de 2013 que involucraba a Gurunath Meiyappan de Chennai Super Kings . [37] El 10 de febrero de 2014, se presentó a la Corte Suprema un informe de arreglo puntual de IPL que encontró a Meiyappan involucrado en apuestas. Se vendieron un total de 154 jugadores, incluidos 50 jugadores extranjeros. La lista estaba formada por 80 jugadores internacionales (de los cuales 34 eran indios) y 74 jugadores sin límite. 127 jugadores (incluidos 10 que solo han formado parte del equipo) han formado parte anteriormente de equipos de IPL. 66 jugadores representarán el mismo equipo para el que jugaron en 2013 .
