La provincia de Lumbini ( nepalí : लुम्बिनी प्रदेश , Lumbini Pradesh ) es una de las siete provincias establecidas por la constitución de Nepal . [1] La provincia es la cuarta provincia más poblada de Nepal y la tercera provincia más grande por área. Lumbini limita con la provincia de Gandaki y la provincia de Karnali al norte, la provincia de Sudurpashchim al oeste, Uttar Pradesh y Bihar de la India al sur. Lumbini es una de las dos provincias nepalesas que tiene una frontera internacional solo con India. La capital de Lumbini,Deukhuri , está cerca del centro geográfico de la provincia; es una pequeña ciudad que actualmente se está desarrollando para cumplir con el requisito previo de capital provincial. Etimología
La provincia de Lumbini lleva el nombre del lugar sagrado de peregrinación de Lumbini en el distrito de Rupandehi , lugar de nacimiento de Gautama Buddha , el fundador del budismo . La Asamblea Provincial adoptó la provincia de Lumbini como el nombre permanente al reemplazar su nombre inicial Provincia No. 5 el 6 de octubre de 2020 y Deukhuri fue declarada capital del estado de la provincia. Geografía
Lumbini, con un área de 22,288 kilómetros cuadrados (8,605.44 millas cuadradas) cubre aproximadamente el 15.1% del área total del país. La provincia de Lumbini es casi del tamaño del estado estadounidense de Nueva Jersey . La provincia se extiende 150 km (93 millas) de norte a sur y unos 300 km (186 millas) de este a oeste en su ancho máximo. Comparte 413,14 km (256 millas) de frontera con India (estados de Bihar y Uttar Pradesh). [5]
La provincia está rodeada de colinas en el norte y llanuras indo-gangáticas en el sur. El límite oriental está formado por el río Kali Gandaki . La provincia de Lumbini se compone principalmente de llanuras , colinas y valles de Terai . Las cuencas fluviales como Karnali , East Rapti , Babai , Gandaki y Tinau son una fuente confiable de agua y también brindan oportunidades potenciales para la generación de energía hidroeléctrica y el riego en las aguas abajo. La mitad de la provincia está cubierta de bosques, el 29% de la tierra es cultivable y el 14% de la tierra se utiliza para vivienda. [6]

Clima
Lumbini tiene un clima subtropical húmedo y experimenta cuatro estaciones. El invierno en enero y febrero es seguido por el verano entre marzo y mayo y la temporada de monzones entre junio y septiembre. Valles
Dang-Deukhuri
Estos valles se encuentran en el distrito de Dang Deukhuri . El valle de Dang se encuentra entre la cordillera de Mahabharat en el norte y la cordillera de Churia en el sur. Forma una llanura de casi 1.000 km 2 (390 millas cuadradas) dentro de una cuenca de drenaje local de menos de 3.000 km 2 (1.200 millas cuadradas). Es drenado por el río Babai y es uno de los valles interiores más grandes de Terai . Montañas
Siendo el único distrito montañoso de la provincia de Lumbini, la mayoría de los picos prominentes de la provincia se encuentran en el distrito oriental de Rukum a lo largo de la cordillera de Dhaulagiri.

Demografía
En 2011, Lumbini tenía una población censada de 4.499.272 con 885.203 hogares. [15] De la población total, el 51,68% de la población provincial reside en el área urbana. [dieciséis]
Etnicidad
La provincia es muy diversa étnicamente. El grupo más grande es el Tharu con el 15,14% de la población. El segundo más grande es Magar con un 15,01%. Las comunidades de Khas Arya son Chhetri (13,60%), Hill Brahmin (12,37%), Kami (6%), Damai (1,88%), Sarki (1,48%), Thakuri (1,33%) y Sanyasi (1,15%). Las comunidades Terai son Musalman (6,93%), Yadav (4,03%), Chamar (2,04%), Kewat (1,04%), Kahar (1,02%) y Paswan (1,01%). [17]

Distritos

Municipio
Las ciudades y pueblos están gobernados por municipios en Nepal . Un distrito puede tener uno o más municipios. Lumbini tiene dos tipos de municipios.

Asamblea Provincial
La asamblea provincial de Lumbini es la asamblea legislativa unicameral que consta de 87 miembros. Los candidatos para cada circunscripción son elegidos por los partidos políticos o se presentan como independientes. Cada circunscripción elige a un miembro según el sistema de elección first past the post (FPTP). La constitución actual especifica que el sesenta por ciento de los miembros deben ser elegidos desde el primer pasado del sistema de puestos y el cuarenta por ciento a través del sistema de representación proporcional (RP) por lista de partidos . Economía
Lumbini province is the fastest growing province of Nepal with an annual economic growth rate of 7.1%[29] and is third out of the seven provinces in terms of its contribution to the GDP (13%, NPR 452.79 Billion as of 2019).[30][31][32] Agriculture, forest and tourism are the mainstay of province economy.
There are 614 commercial banks, 307 development banks, 34 finance companies, 900 Microfinance companies. Similarly, there are 272 life and 190 non life insurance companies and their branches in the province. Construction of the Gautam Buddha International Airport, establishment of industrial units in Special Economic Zone, and the opening of new hotels are expected to spur further economic growth in the province.[33]
Agriculture
The province has both temperate and tropical climates and is diverse in terms of agriculture crop production potentialities. With five core terai districts, one inner terai and 6 other hill districts the province is best suited for agriculture production as the land is very fertile and good source of irrigation prevails. Sikta Irrigation project and Babai Diversion and Irrigation project have benefited the agricultural production. The major crops are paddy, mustard, wheat, maize, sugarcane, vegetables, potato, lentils and cotton.[34] Lumbini is self-sufficient in cereal crops and pulses.

Productivity of paddy in the province is 3.91 MT per ha, which is above the national average productivity of 3.8MT per ha. Out of the total paddy production in the country Lumbini Province comprises 21.4%. Similarly 24.7% of Wheat and 13.9% Maize is produced in the province.
Irrigation
316,000 ha of agriculture land are irrigated through 541 irrigation systems in the province. Similarly, there are various irrigation projects under construction, namely, Bheri Babai diversion, Babai, Sikta. After completion all these big irrigation projects will irrigate approximately 140,000 ha of land. Some irrigation projects are listed below:

Industry
There are 522 industries registered under department of industry. Out of total number of industries Production based industry shares the highest number i.e. 418. While there are only 24 Agriculture and forestry based industry. There are 14,715 companies registered under company act in the province. Similarly, 68,334 small, cottage and micro level industries are registered in the province. These industries create an estimated 477,654 employment.[36]
Tourism
Lumbini province is a major tourist destination in the country. Including Lumbini, which is one of the most visited place in Nepal with 1.5 million tourist arriving annually. Out of them 1,178,140 are domestic visitors.[37]

Health Care
According to the National Demographic Health Survey (NDHS) 2016, the Province’s Neonatal Mortality (per 1000 live births) stands at 30 and Infant mortality rate (per 1000 live births) stands at 42, both of which are higher than the national average of 21 and 32 respectively.
The province has 670 public health facilities including 4 hub hospitals, 18 hospitals, 2 regional medical stores, 31 primary health care centers, 570 health posts, 27 urban health centers, 15 community health units and 9 other health facilities.[38]

The literacy rate in Lumbini Province is 66%. Different levels of education can be classified as:

Communication
In Lumbini province, 49.2% of the population have access to radio and followed by 30.4% have access to TV and only 1.3% have access to the internet. Similarly, 4.4% of the population have access to landline telephone while 65.8% have access to mobile phone.There are three major cell phone providers in Lumbini Province. They are Nepal Doorsanchar Company Limited (NTC), Ncell Axiata Limited (NCELL) and Smart Cell. The coverage of Smart Cell providers is only in 5 districts.
There are a total of 66 newspaper channels in Lumbini Province with national, provincial and local outreach. As per the classification, some of the top ranking newspapers are Gorachya Dainik, Dainik Nepalgunj and Mechikali Sandesh Dainik. There are a total of 63 radio stations in the province, such as Radio Lumbini, Radio Tulsipur, Bheri F.M., etc.[39]
Energy
91% of the population has access to electricity in the province. Of the 12 districts in Lumbini Province, Parasi, Kapilvastu and Bardiya have been electrified by more than 99 percent. Gulmi, Arghakhanchi and Rupandehi have more than 95 percent electrification and Rukum East has the lowest electrification of 11.25 percent.[40] Lumbini generates 21.2 MW of electricity from hydropower.[41] Total number of electricity consumers in the province is 457992, consuming 370.8 Million MWh of energy annually. According to NEA, Distribution and Consumer Service Directorate 93% of consumers are domestic users; loss of electricity in the province is 12.17% for the year 2076/77 (2020 AD). Out of the total loss in distribution provincial office, Gularia contributes the highest loss percentage of 25.02%.
Butwal Solar PV Project, Nepal's first private grid-connected solar power plant was connected to national transmission line on October 2020. Ridi Hydropower Company has constructed the power plant in Tilottama of Rupendehi District. With over 32,000 solar panels of 330 watts each, the plant can generate 8.5 MW of electricity.[42]
Transportation
Transportation routes in Lumbini evolved since Mahendra highway (H01). Lumbini has two major routes, H01 and H10 both intersecting in Butwal. 8,931 km of road is constructed in the Province. Out of which 5,293 km is blacktopped.
Bhairahawa and Nepalgunj have always been major trade routes with India. Lumbini has no railways but East West railway, Kathmandu-Lumbini railway and several other routes connecting Indian cities are planned.[43][44][45]
Air Travel
Gautam Buddha International Airport and Nepalgunj Airport are major airstrips in the province. Being mostly flat land air travel isn't preferable but Nepalgunj Airport serves as hub for most of the airports in Karnali Province and Sudurpaschim Province. New airports are under construction in Resunga (Gulmi District) and Sandhikharka (Arghakhanchi District).[46][47]
