La membresía en el Consejo de Relaciones Exteriores es de dos tipos: individual; y Corporativo. Las membresías individuales se subdividen en dos tipos: Membresía vitalicia; y Membresía a Plazo, que es por un solo período de cinco años y está disponible para aquellos entre las edades de 30 y 36 en el momento de su solicitud. Solo los ciudadanos estadounidenses (nacidos en el país o naturalizados) y los residentes permanentes que hayan solicitado la ciudadanía estadounidense son elegibles. Un candidato a la membresía vitalicia debe ser nominado por escrito por un miembro del Consejo y apoyado por un mínimo de otros tres (se recomienda encarecidamente que sean otros miembros del CFR). La membresía corporativa (250 en total) se divide en tres niveles: "Fundadores" (US $ 100.000); "Círculo del Presidente" (60.000 dólares EE.UU.); y "Afiliados" (30.000 dólares EE.UU.). Todos los miembros ejecutivos corporativos tienen la oportunidad de escuchar a oradores distinguidos, como presidentes y primeros ministros extranjeros, presidentes y directores ejecutivos de corporaciones multinacionales y funcionarios y congresistas estadounidenses. President's Circle y Founders también tienen derecho a otros beneficios, incluida la asistencia a cenas o recepciones pequeñas y privadas con altos funcionarios estadounidenses y líderes mundiales.
