Rupert Hamer sucedió a Henry Bolte como primer ministro de Victoria el 23 de agosto de 1972. En 1972 se eligió un gobierno laborista federal, el primer gobierno laborista en 23 años. El actual gobierno liberal en Victoria dirigido por Hamer fue devuelto a las elecciones con un aumento de votos de alrededor del 5%, en gran parte a expensas del Partido Laborista Democrático .
