Looking randomly at these entries, a large number are not 'homegrown' in the sense that is in the linked article (ie they are often/usually residents, but not citizens, nor even 'raised' in the country attacked). I know that Wikipedia is not censored, but I think ranking these killers by number of victims (by default, at least) might encourage people to try to kill as many people as possible, or at least "celebrates" the accomplishments of the killers.
