La Municipalidad Regional de York , también llamada Región de York , es una municipalidad regional en el sur de Ontario , Canadá, entre el lago Simcoe y Toronto . La población del censo de 2016 fue de 1.109.909, con una tasa de crecimiento del 7,5% entre 2011 y 2016. [2] El Gobierno de Ontario espera que su población supere los 1,5 millones de residentes para 2031. [3]
Historia
En una reunión en Richmond Hill el 6 de mayo de 1970, los funcionarios que representan a los municipios del condado de York aprobaron planes para la creación de una entidad gubernamental regional para reemplazar al condado de York. [4] El plan había sido presentado en 1969 por Darcy McKeough , el Ministro de Asuntos Municipales de Ontario , y tomó alrededor de un año para determinar los límites municipales dentro del nuevo gobierno regional. [4]
El municipio regional de York fue creado por ley de la Asamblea Legislativa de Ontario en 1970, que entró en vigor el 1 de enero de 1971. [5] La creación del municipio regional resultó en la consolidación de los catorce antiguos municipios del condado de York en nueve nuevos municipios: [6]

El municipio de Whitchurch se fusionó con el pueblo de Stouffville para crear el pueblo de Whitchurch-Stouffville , cediendo tierras a Aurora , Newmarket y Richmond Hill al oeste de la autopista propuesta 404 y anexando una franja de tierra al norte del municipio de Markham . [8] El límite occidental de la nueva ciudad de Markham se definió en Yonge Street , donde su límite norte se formó con Richmond Hill (a la que cedió tierras [4] ) y su límite occidental con la nueva ciudad Vaughan . [8] La nueva ciudad de Vaughan consistiría en todas las comunidades en el área delimitada por Markham y Richmond Hill en el este, Metro Toronto en el sur, la periferia del municipio regional en el oeste y el nuevo municipio de King en el norte. Los municipios de Georgina, Norte Gwillimbury, y Sutton se fusionaron en el municipio de Georgina , y el East Gwillimbury barrio de East Gwillimbury Heights se fusionaron en Newmarket. [8] King formó la parte noroeste de la nueva región, pero el lote este de Bathurst Street a Yonge Street fue cedido a Newmarket, Aurora y Oak Ridges , el último de los cuales se convirtió en parte de Richmond Hill. [8] El límite entre Aurora y Newmarket se definió como St. John's Sideroad, y el límite norte de Newmarket se definió como Green Lane. [8]
Las ciudades de Aurora, Newmarket y Richmond Hill se definieron como los centros de crecimiento del municipio regional, que se convertiría en un cinturón verde entre las áreas urbanas más densas de Toronto al sur y Barrie al norte. [6] Cada uno de los centros de crecimiento se restringió para crecer a una población máxima de 25.000 para el año 2000, [6] y el municipio regional a 300.000. [8]
El realineamiento municipal fusionó al 40% de la población de East Gwillimbury en Newmarket. [9] El consejo de East Gwillimbury votó por fusionarse con Newmarket, pero el consejo de Newmarket se opuso a la fusión. [9] En el plan presentado por McKeough, los ayuntamientos de las ciudades de Newmarket y Aurora tenían diez años para decidir si se fusionaban o no. [6]
Los realineamientos municipales internos dieron como resultado que algunos políticos residieran en un nuevo municipio del que representaban en el momento del realineamiento. [4] El arrecife de Whitchurch Township residía en la parte occidental de la ciudad que fue anexada por Aurora, tres concejales de East Gwillimbury residían en tierras anexadas por Newmarket, incluido su futuro alcalde Ray Twinney , y el concejal de King Gordon Rowe era residente de Oak Ridges, que pasó a formar parte de Richmond Hill. Comisiones Hidráulicas
Debido a la mezcla de áreas urbanas y rurales de la Región, la provisión de energía eléctrica se regía de manera diferente al resto de los servicios regionales: [10]
- las comisiones hidroeléctricas y de servicios públicos que existían a fines de 1970 continuaron proporcionando electricidad en sus respectivas áreas;
- los concejales del antiguo municipio de Vaughan y los fideicomisarios de la antigua aldea policial de King City se convirtieron en miembros de las nuevas comisiones hidroeléctricas para sus respectivas áreas;
- Ontario Hydro continuó teniendo la responsabilidad de proporcionar electricidad a aquellas partes de la Región que no fueron atendidas por ninguna de las comisiones anteriores.
La distribución eléctrica se racionalizó parcialmente en 1978, [11] cuando:
- se establecieron comisiones hidroeléctricas para todos los municipios del área excepto East Gwillimbury [12] (pero podría establecer una comisión más adelante, sujeto al consentimiento de Ontario Hydro); [13]
- a partir del 1 de enero de 1979, todos los activos de las antiguas comisiones de la Región fueron transferidos a las nuevas comisiones; [14]
- Ontario Hydro retiró su prestación de servicios de todas las áreas excepto las de East Gwillimbury, Georgina, King y Whitchurch-Stouffville; [14]
- Georgina, King y Whitchurch-Stouffville podrían asumir la responsabilidad de dichas áreas en una fecha posterior, sujeto al consentimiento de Ontario Hydro [14]
Policía
La Policía Regional de York también se creó en este momento, fusionando las catorce fuerzas policiales de la ciudad, el municipio y la aldea. [4]
Geografía
La región de York cubre 1.762 kilómetros cuadrados desde el lago Simcoe en el norte hasta la ciudad de Toronto en el sur. Su frontera oriental se comparte con la región de Durham , al oeste está la región de Peel y el condado de Simcoe está al noroeste. El paisaje de la región de York incluye tierras de cultivo, humedales y lagos de caldera , Oak Ridges Moraine y más de 2,070 hectáreas de bosque regional, además de las áreas urbanizadas de sus municipios. El punto más alto de la región se encuentra dentro de las colinas onduladas de la morrena cerca de Dufferin St. y Aurora Side Road a 360 m ASL (1243 pies) [16]

Cuidado de la salud
There are currently three hospitals within the Municipality of York including:
- Markham Stouffville Hospital
- Mackenzie Richmond Hill Hospital
- Southlake Regional Health Centre
All three hospitals are part of the Local Health Integration Network (LHIN) Hospital Partnerships.
In 2011 the construction of Mackenzie Vaughan Hospital was approved by the Minister of Health and Long-Term Care, Deb Matthews. The hospital site is proposed within the City of Vaughan at Major Mackenzie Drive on the east side of Highway 400. Current plans include a new $80 million building.
Boomerang Health, in Vaughan, is a centre that provides multidisciplinary rehabilitation and medical services geared specifically for children and adolescents, in collaboration with The Hospital for Sick Children.[31]
Transporte
The arterial road network in York Region is a grid, with most roads running north–south or east–west. This was done under the orders of British surveyor Augustus Jones during the 1790s. York Region assigned approximately 50 roads as York Regional Routes, meaning that the cost of maintaining of these roads is paid for by York Region.

- Note: Highway 27 and Highway 50 are still referred to as such on municipal road signs, but are no longer provincial highways.
Air transportation
Most air travel is served by Toronto Pearson International Airport, which is outside of York Region and is Canada's largest airport. Buttonville Municipal Airport is a regional airport in Markham, used for general aviation and business aircraft. There are also a few unpaved airports serving the region: Hare Field in Holland Landing (East Gwillimbury), Belhaven Airport in Georgina, and Stouffville Aerodrome north of Stouffville.
Public transportation
York Region is served by:
- York Region Transit (YRT), which includes the Viva bus rapid transit network
- GO Transit, which offers bus and train service
- Toronto Transit Commission (TTC), which has several bus routes which cross York's southern border, and which provide service along many north-south arterial streets in Vaughan, Richmond Hill and Markham. Since December 17, 2017, Vaughan has been served by the University portion of the Line 1 Yonge-University of Toronto's subway system, and a future extension of the Yonge Street portion of the line will eventually serve Richmond Hill and Markham.
Until 2001, the towns of York Region operated separate public transit services, which did not connect very well with each other. YRT was created by the Regional Government to combine five of these services:

- Markham Transit
- Richmond Hill Transit
- Aurora Transit - merged in 1999 with Newmarket Transit
- Newmarket Transit
Since 2001, bus routes have been extensively enhanced in the five communities which had pre-existing services, but YRT's services to East Gwillimbury is limited to two routes, and service to King, Georgina and Whitchurch-Stouffville are even more limited due to the relatively small populations in each of those towns.
Agua
Water in southern York is provided by Toronto Water and Peel Region by way of 3 pumping stations and reservoirs (Bayview, Dufferin and Milliken (tank and underground reservoir)) using water from Lake Ontario.[32] Keswick and Sutton obtain water from Lake Simcoe by way of water treatment plants. The remainder of York obtains water from a combination of water from Lake Ontario and underground wells. Some wells are maintained by the Region and the rest privately.

Educación
Four public school boards operate primary and secondary institutions in York Region, Conseil scolaire catholique MonAvenir (CSCM), Conseil scolaire Viamonde (CSV), the York Catholic District School Board (YCDSB), and the York Region District School Board (YRDSB). CSV and YRDSB operate as secular public school boards, the former operating French first language institution, whereas the latter operated English first language institutions. The other two school boards, MonAvenir and YCDSB, operate as public separate school boards, the former operating French first language separate schools, the latter operating English first language separate schools.
YRDSB is the largest public school board in the region, operating 175 elementary schools, and 33 secondary schools. YCDSB operates 83 elementary schools, and 15 secondary schools, while MonAvenir operates five elementary schools, and two secondary schools. CSV is the smallest public school board in the York Region, operating three elementary schools, and one secondary school in the region.

York Region has an unusual assortment of points of interest, ranging from nature reserves to pioneer-era museums, to a modern amusement park.
Vaughan's major attractions include the McMichael Canadian Art Collection, in the community of Kleinburg, that features works by Canadian artists including Inuit and First Nations artists. Canada's Wonderland, which features roller coasters and other rides, concerts and fireworks shows, is also in Vaughan.
