El gobierno de Honcharuk se formó el 29 de agosto de 2019 y está dirigido por Oleksiy Honcharuk . [1] Fue el cuarto gabinete ucraniano formado desde la revolución ucraniana de 2014 , luego de las elecciones parlamentarias ucranianas de 2019 .

Nombramiento de Honcharuk como primer ministro [ editar ]

El nombramiento de Honcharuk como primer ministro de Ucrania fue aprobado por el Verkhovna Rada (parlamento de Ucrania) el 29 de agosto de 2019. [2] Honcharuk en el momento de su nombramiento era vicepresidente de la Oficina Presidencial de Ucrania . [2] 290 diputados del pueblo votaron a favor de su candidatura, mientras que los miembros de la mayoría de las otras facciones ( Plataforma de la Oposición - Por la Vida , Solidaridad Europea , Patria y Voz) no la apoyaron. [2]

Desde el podio, el primer ministro recién elegido declaró que en los próximos años, cada tercer jrivnia se destinará a la liquidación de deudas. [2] El Primer Ministro considera que el principal indicador de atractivo empresarial debe convertirse en el acceso a recursos más baratos. [2] Honcharuk ha prometido tomar el control de la tasa de crédito y la imagen de Ucrania. [2] Considera que el crédito con una tasa porcentual anual de 12-13 es una realidad. [2] [Se necesita más explicación ] En el momento del nombramiento de Honcharuk, 10 millones de ucranianos vivían por debajo del umbral de la pobreza y la corrupción seguía floreciendo. [2]

En el nuevo gobierno nadie robará ... Dentro de unas semanas Ucrania será visitada por la misión del FMI y negociaremos un nuevo acuerdo ... En Ucrania tenemos un salario mínimo vital inadecuado , es imposible sobrevivir con estos salarios.

Crítica [ editar ]

  • Oposition Platform - For Life señaló que la tarea principal del Primer Ministro no debería ser la imagen de Ucrania ni su desarrollo económico, sino poner fin a la Guerra en Donbass . [2]
  • Solidaridad Europea cuestionó la transparencia de la selección del candidato a PM. [2]
  • La líder de la Patria , Yulia Tymoshenko, dijo a los periodistas el 29 de agosto de 2019, que aunque su partido no apoyó el nombramiento de Honcharuk, su partido apoyará al gobierno (trabajando fuera de la mayoría) y no se sentará en los escaños de la oposición. Sin embargo, menos de tres meses después, el partido pasó a la oposición debido a su desacuerdo con el plan del gobierno para eliminar la moratoria de larga data sobre la venta de tierras agrícolas.   • Voice no apoyó el nombramiento de Honcharuk como primer ministro porque no estaba informado sobre la composición del resto del gobierno. [2]

Nombramiento de Bakanov para dirigir el Servicio de Seguridad de Ucrania [ editar ]

On 29 August 2019, the Ukrainian parliament also approved the appointment of Ivan Bakanov as Head of the Security Service of Ukraine.[4]

Appointment of Riaboshapka to lead the General Prosecutor's Office[edit]

Ruslan Riaboshapka replaced Yuriy Lutsenko as Prosecutor General of Ukraine on 29 August 2019.[6]

Retention of Avakov in the new government[edit]

One of the most acute issues that were part of long discussions and negotiations was keeping the Minister of Internal Affairs Arsen Avakov who had held his post since the Revolution of Dignity. The newly elected Prime Minister Honcharuk noted that the decision to keep the minister was one of the most complex, yet for the Minister of Internal Affairs "drew certain red lines" which he cannot cross.[11]

In early 2020, domestic media outlets reported that President Volodymyr Zelensky had lost confidence in Prime Minister Oleksiy Honcharuk due to the slow speed at which his government was carrying out reforms.[12] Ukrainian media expected this lack of confidence would culminate in a vote in the Verkhovna Rada (Ukraine's parliament) on March 4 in which Zelensky will propose sweeping changes to the government, including the appointment of a new prime minister.[13][14]

On 3 March 2020 Honcharuk tendered his resignation and according to Ukrainian law the Prime Minister's resignation means the automatic resignation of the entire government.[15] Speaking before the vote on Honcharuk dismissal, President Zelensky thanked him for his work, while blaming his government for an inefficient economic policy, a decline in industrial production and customs revenues, and accused them of poor communication with local authorities and the public, as well as failing to prepare for further reforms.[16] The following day the Honcharuk government was replaced by the Shmyhal Government.[17][16]

Composition[edit]

The new government was cut to 17 ministers from the previous 25.[18] The new cabinet was cut to 15 ministers from the previous 19.[18]

Under the Constitution of Ukraine, the President of Ukraine submits nominations to parliament for the post of Minister of Foreign Affairs and Minister of Defense.

According to Ukrayinska Pravda, President Volodymyr Zelensky continued to hold interviews with candidates for Minister of Healthcare on the day the cabinet was appointed.[19] On 31 August 2019, Servant of the People faction leader Davyd Arakhamia stated on ZIK channel that most likely the then current Healthcare Minister, Zoriana Skaletska, would be replaced by Mikhail Radutsky (who according to Arakhamia needed "about three months to prepare" for the post (in August 2019).[20]

Servant of the People appointed five of its members on the party election list (who are not actual members of the party) as ministers in the Honcharuk government.

On 4 February 2020 Minister of Regional Development Aliona Babak was replaced by Denys Shmygal at her own request.[21][22]
