Community Chest (Singapore), established in 1983, is the fundraising and engagement arm of the National Council of Social Service (NCSS)[1]), which is the national co-ordinating body for social service agencies in Singapore.

The National Council of Social Service (the “Council”) was established as a statutory body on 1 May 1992 under the National Council of Social Service Act (Chapter 195A amended in September 2000) (the “Act”) and is domiciled in Singapore.
The NCSS Charitable Fund was established on 1 May 2003, as an Institution of a Public Character (IPC) under the Charities Act (Chapter 37) and comprises all the charitable activities of NCSS, including the Community Chest.
Governance
The Community Chest is headed by a committee with members from various sectors and occupations. The current chairman, Mr. Phillip Tan, the National Council of Social Service (NCSS) board member, who is the group finance director at CityState Capital Asia.
The President of Singapore, President Halimah Yacob is Community Chest's Patron-in-Chief while Mr. Masagos Zulkifli, Minister for Social and Family Development and Second Minister for Health is Patron to the NPO.

Programmes Supported
Community Chest supports about 80 social service agencies in Singapore, allowing them to focus on caring for the disadvantaged through over 200 critical services.
100% of your contribution goes towards empowering the lives of our social service users that fall into five broad categories:
- To empower children with special needs and youth-at-risk
- To integrate adults with disabilities into society
- To build strong and resilient families
- To care for vulnerable seniors
- To support persons with mental health conditions
For financial year 2019, Community Chest disbursed $55.6 million, enabled 303 agencies for capability and capacity building, and supported 291 recurrent programmes. Singapore Pools and the Totalisator Board sponsor all of Community Chest's fund-raising costs.
Fund-raising Mechanisms
At Community Chest, we believe in engaging the wider community through volunteering and fund-raising efforts. Through sustained giving, social service agencies could focus on delivering critical social services to support social service users.
Fundraising mechanisms include:
- Donate online - Every dollar donated will go towards making an impact on those in need. All donations will be channelled to support a wide range of social service agencies.
- SHARE - a hassle-free monthly giving programme to make a lasting impact on the lives of those in need through regular donation and volunteering.
- Be part of our Fundraising initiatives - Join our community of givers by being part of our campaigns and key signature events such as Heartstrings Walk and Fu Dai.
