Las elecciones locales españolas de 1987 se celebraron el miércoles 10 de junio de 1987 para elegir a los 65.577 concejales de los 8.062 municipios de España y los 1.028 escaños en 38 diputaciones provinciales . [1] [2] Las elecciones se celebraron simultáneamente con las autonómicas en trece comunidades autónomas , así como las elecciones locales en las tres diputaciones forales del País Vasco , los diez cabildos insulares de Baleares y Canarias y las elecciones al Parlamento Europeo de 1987 .

Sistema electoral
- Elecciones municipales
Los municipios de España eran sociedades locales con personalidad jurídica independiente . Tenían un órgano de gobierno, el concejo municipal o corporación , integrado por un alcalde , tenientes de alcalde y un pleno de concejales. La votación para las asambleas locales se realizó por sufragio universal , con todos los nacionales mayores de dieciocho años, empadronados en el municipio correspondiente y en pleno goce de todos los derechos políticos con derecho a voto. A su vez, el alcalde era elegido por el pleno, con una cláusula legal que preveía que el candidato del partido más votado fuera elegido automáticamente para el cargo en caso de que ningún otro candidato obtuviera la mayoría absoluta de votos.
Los concejales locales fueron elegidos utilizando el método D'Hondt y una representación proporcional de lista cerrada , con un umbral electoral del cinco por ciento de los votos válidos, que incluían papeletas en blanco, que se aplicaban en cada concejo local. Los concejales se asignaron a los ayuntamientos en base a la siguiente escala:

Los concejales de los municipios con poblaciones entre 100 y 250 habitantes fueron elegidos mediante votación en bloque parcial de lista abierta , con electores votando por candidatos individuales en lugar de partidos y hasta por cuatro candidatos. Además, los municipios de menos de 100 habitantes, así como aquellos cuya ubicación o la mejor gestión de los intereses municipales u otras circunstancias geográficas hecho aconsejable, debían ser organizadas a través del sistema de concejo abierto ( español : Régimen de Concejo abierto ), en el que los votantes elegir directamente al mayor local. La ley electoral disponía que los partidos, federaciones, coaliciones y agrupaciones de electores podían presentar listas de candidatos. Sin embargo, las agrupaciones de electores debían obtener la firma de una determinada cantidad de electores inscritos en el municipio para el que buscaban la elección:
- Al menos el 1 por ciento de los electores en los municipios de menos de 5.000 habitantes, siempre que el número de firmantes sea más del doble que el de concejales en juego.
- Al menos 100 firmas en municipios entre 5.001 y 10.000.
- Al menos 500 firmas en municipios entre 10.001 y 50.000.
- Al menos 1.500 firmas en municipios entre 50.001 y 150.000.
- Al menos 3.000 firmas en municipios entre 150.001 y 300.000.
- Al menos 5.000 firmas en municipios entre 300.001 y 1.000.000.
- Al menos 8.000 firmas en municipios superiores a 1.000.001.
Se prohibió a los electores firmar para más de una lista de candidatos. Al mismo tiempo, los partidos y federaciones que tuvieran la intención de formar una coalición para participar conjuntamente en una elección debían informar a la Comisión Electoral correspondiente dentro de los diez días siguientes a la convocatoria de la elección. - Diputaciones y Cabildos Insulares
Las diputaciones provinciales eran los órganos de gobierno de las provincias en España , tenían una función administrativa de las actividades municipales y estaban compuestas por un presidente provincial, un órgano administrativo y un pleno. En cambio, las provincias vascas tenían diputaciones forales —denominadas Juntas Generales— , mientras que las diputaciones de comunidades autónomas uniprovinciales fueron abolidas: sus funciones se transfirieron a los parlamentos regionales correspondientes. Para las provincias insulares, como Baleares y Canarias , las diputaciones fueron sustituidas por cabildos insulares en cada una de las islas o grupo de islas. Para Mallorca , Menorca e Ibiza - Formentera esta figura se denominó en español consejo insular ( catalán : consell insular ), mientras que para Gran Canaria , Tenerife , Fuerteventura , La Gomera , El Hierro , Lanzarote y La Palma su nombre era cabildo insular .
La mayoría de las diputaciones fueron elegidas indirectamente por los concejales locales de los municipios de cada distrito judicial . Los escaños se asignaron a las diputaciones provinciales según la siguiente escala:
