Los demócratas habían dirigido la Cámara desde 1955 , y durante todos menos cuatro años (1947-1949 y 1953-1955) desde 1931 . Pero en 1994, el Partido Republicano se opuso a la reforma sanitaria propuesta por el presidente Clinton . Derecho religioso
Los evangélicos eran un grupo importante dentro del electorado y un bloque de votantes significativo en el partido republicano.
