Las elecciones para comisarios de policía y delictivos fueron para 41 de las 43 fuerzas policiales territoriales de Inglaterra y Gales; [6] solo la Policía de la Ciudad de Londres y la Policía Metropolitana no estuvieron involucradas (el alcalde electo de Londres está clasificado como comisionado de policía y crimen para el Área de la Policía Metropolitana, mientras que el Tribunal del Consejo Común cumple el rol de la Policía de la Ciudad). Las elecciones estuvieron marcadas por una participación muy baja, entre el 10 y el 20%, y un número de votos frustrados (algo más alto que otras elecciones bajo el mismo sistema de votación), [8] [9] provocando un debate sobre su legitimidad y organización. [10] El día después de las elecciones, el exsecretario del Interior Charles Clarke sugirió que, debido a la baja participación y al alto número de papeletas de votación dañadas, no había un mandato popular para los nuevos comisionados. Detalles de la elección
Los comisionados tienen un mandato fijo de cuatro años y un máximo de dos mandatos. [12]
La elección utilizó el sistema de voto suplementario : los votantes marcaron la papeleta con su primera y segunda elección de candidato. Si ningún candidato obtuvo la mayoría de los votos de primera preferencia, los dos candidatos principales pasaron a una segunda ronda en la que se les asignaron los votos de segunda preferencia de los candidatos eliminados para producir un ganador. Este es el sistema utilizado para elegir al alcalde de Londres. [13] La sección 57 de la Ley de reforma policial y responsabilidad social de 2011 establece que el sistema de votación es el primero en pasar por el puesto si solo hay dos candidatos para una región de comisionado específica. (Este fue el caso en las áreas de las fuerzas policiales de North Yorkshire , Staffordshire y Dyfed-Powys ) [14]
Se puso en marcha un sitio web específico que proporciona información sobre todos los candidatos [15] al que los votantes pueden solicitar folletos informativos impresos por encargo. [16] [17]
Todos los electores registrados ( ciudadanos británicos , irlandeses , de la Commonwealth y de la Unión Europea ) que vivían en Inglaterra y Gales (excepto Londres ) que tuvieran 18 años o más el jueves 15 de noviembre de 2012 tenían derecho a votar en las elecciones del PCC. [18] Aquellos que estaban temporalmente fuera de su dirección habitual (por ejemplo, trabajando, de vacaciones, en un alojamiento para estudiantes o en un hospital) aún podían votar en las elecciones del PCC. [19] Aquellos que estaban registrados para votar en más de una dirección (como un estudiante universitario que tiene una dirección de tiempo de término y vive en su casa durante las vacaciones) tenían derecho a votar en las elecciones del PCC en ambas direcciones, siempre que no estaban en la misma zona de la fuerza policial . La fecha límite para registrarse para votar en las elecciones del PCC era la medianoche del miércoles 31 de octubre de 2012, aunque cualquier persona que calificara como elector anónimo tenía hasta la medianoche del jueves 8 de noviembre de 2012 para registrarse. [21] Las nominaciones de candidatos se cerraron al mediodía del viernes 19 de octubre de 2012 y la lista oficial de candidatos nominados se publicó el martes 23 de octubre de 2012. [22]
Comisión Electoral
El 11 de septiembre de 2012, la Comisión Electoral , el organismo de control independiente de las elecciones en el Reino Unido, anunció que llevaría a cabo una campaña de concienciación pública desde el lunes 22 de octubre de 2012 hasta el día de las elecciones el 15 de noviembre de 2012. La comisión también publicó una nota informativa en la que se detallaban las medidas que debían tomarse para garantizar que las elecciones para comisarios de policía y del crimen estuvieran bien organizadas. Posiciones de partido
Tanto los laboristas como los conservadores presentaron candidatos en las 41 elecciones, mientras que los demócratas liberales presentaron 24 candidatos (todos en Inglaterra) y el UKIP presentó 23 candidatos en Inglaterra y uno en el norte de Gales. Los demócratas ingleses presentaron cinco candidatos, el Partido Verde solo tenía un candidato y el Partido de la Libertad Británico también tenía un candidato. Plaid Cymru no presentó a ningún candidato para los cuatro alguaciles galeses. Había otros 57 candidatos; 54 se presentaron como independientes y tres se ubicaron bajo otras etiquetas ( Justicia y Anticorrupción , Campaña para Detener a los Políticos que Dirigen la Policía y Exjefe de la Policía de Tolerancia Cero ).
Financiamiento del partido
Los candidatos que se presentaran a las elecciones debían depositar un depósito de 5.000 libras esterlinas, que se les devolvía si recibían al menos el 5 por ciento de los votos.
El Partido Laborista inicialmente consideró no presentar candidatos bajo los colores del partido a favor de candidatos independientes [ aclaración necesaria ] , alegando que postular candidatos politizaría a las fuerzas policiales. [25] Sin embargo, el partido cambió más tarde su posición, dejando que los candidatos se presentaran como candidatos laboristas y financiando sus depósitos.
La Oficina Central del Partido Conservador no proporcionó ningún financiamiento para los candidatos conservadores, dejándolos para financiar depósitos de sus propios bolsillos o para ser financiados por asociaciones conservadoras locales. [26]
El Comité Ejecutivo Federal de los Demócratas Liberales votó en contra de proporcionar fondos para los partidos regionales que deseaban presentar candidatos. [27]
